Description

Active Attack Integrated Response Course (AAIR) Train-the-Trainer

Prerequisite: Participants must be state-certified law enforcement, fire, Tele-communicator or EMS providers. EMS providers should be EMT-B certified (preferably EMT-I or EMT-P).
Required Equipment: Good attitude, open mind, pen and paper, duty gear or training uniform.
Recommended Equipment: Participants may wear their agency issued or approved uniform to class each session. This course is a hands-on training course and participants are encouraged to wear appropriate clothing for conducting practical exercises and scenarios. Fire and EMS personnel do not need to bring bunker gear.  Department or agency issued or personal weapons, both primary and secondary, are not required for this course. Officers are responsible for properly securing their weapons during the training course and should follow agency policy.  A lockable storage container will be available on-site to secure handguns during the practical exercise portion of the course.  Handguns must remain in a secure holster to be stored in the provided lockable container.  Ammunition, weapon magazines, batons, electronic control devices, knives, and pepper spray are not allowed in the training area at any time during the course. Duty radios for use in train-ups and scenarios is strongly encouraged.  This allows each individual to work with their equipment they’ll be using in an actual incident as well as it tests interoperability of the system once multiple agencies are on scene.

Description: The Active Attack Integrated Response Train-the-Trainer Course (AAIR) is a 40 hour performance level direct delivery course designed to improve integration between law enforcement, fire, tele-communicator and emergency medical services (EMS) in active attack / shooter events. The course provides law enforcement officers with key medical skills based on tactical emergency casualty care (TECC) guidelines, which can be used at the point of injury (POI) to increase survivability of victims. The course also provides a model framework for law enforcement, fire, and EMS to integrate responses during an active attack / shooter event through the rescue task force concept. This course has been designed to improve the safety and survivability of victims of active attack / shooter events and increase the effectiveness, coordination, and resource integration between law enforcement, fire, tele-communications and EMS when responding to these events.

Texas HB 33 (2025) requires various public entities, especially law enforcement agencies, public/charter schools, and municipalities, to enhance school safety through mandatory training, better emergency plans (EOPs), specific equipment (like ballistic shields), improved communication, and mental health support, with Public Information Officers (PIOs) needing certification by 2026, all aimed at better active shooter response and prevention, notes the Texas Legislature Online, Armor Exchange, Policy Engage, and Legiscan.

Who Must Comply?

    •    Law Enforcement: Municipal Police, Sheriff's Offices, Constables, School Police, and the Department of Public Safety (DPS).

    •    Educational Entities: Public School Districts, Charter Schools, and Public Junior Colleges.

    •    Municipalities: City governments.

    •    Emergency Services: EMS providers.

    •    Public Information Officers (PIOs): Employed by the above entities.

Key Requirements & Actions:

    •    Training & Drills: Mandatory for law enforcement, with ALERRT (Advanced Law Enforcement Rapid Response Training) certification for shield-carrying officers.

    •    Emergency Plans (EOPs): Develop/update multi-hazard plans, security reviews, and incident reporting procedures.

    •    Equipment: Ballistic shields (Level III+ or IV) for ALERRT-certified officers.

Good afternoon, Community Partners,

Training Opportunity – Please share!

Join us for a Psychological First Aid (PFA) training that will be hosted at Corpus Christi–Nueces County Public Health District.

 Training Details:

•             Date: Friday, January 30, 2025

•             Time: 8:00 a.m. – 5:00 p.m. (all-day training)

•             Location: CCNCPHD Auditorium, 1702 Horne Road, Corpus Christi, TX 78416

About the training:

Psychological First Aid is an evidence-informed approach that teaches practical, compassionate skills for supporting individuals in the immediate aftermath of a crisis, disaster, or traumatic event. Similar to physical first aid, PFA focuses on reducing stress, promoting calm, enhancing safety, and connecting people to appropriate resources. It is designed for responders, volunteers, and community members and does not involve providing therapy. These skills are valuable anytime, anywhere, and with anyone.

The training is free of charge, and lunch will be provided. Because food and materials must be planned in advance, RSVPs are essential. If you commit to attending, please make every effort to be there or if you need to cancel, please contact Moriam Ojelade at MoriamO@corpuschristitx.gov

If you have any questions, don’t hesitate to reach out.  Thank you and we hope you’ll take advantage of this valuable learning opportunity.
